思い出す (omoidasu) to recall or something reminds you of, retrieve old information from memory
部屋の掃除をしていたら高校の卒業写真を見つけた。お世話になった先生と同級生を思い出して、懐かしくなった。
Heya no souji o shite itara, koukou no sotsugyou shashin o mitsuketa. Osewa ni natta sensei to doukyuusei o omoidashite, natsukashiku natta.
I was cleaning my room and found my high school graduation photo. It reminded me of my dear teacher and classmates.
先週会った人の名前が思い出せない。
Senshuu atta hito no namae ga omoidasenai.
I cannot seem to recall the name of the person I met last week.
覚える (oboeru) to memorize, to store new information into your memory
ここはテストに出るから、覚えておいてくださいね。
Koko wa tesuto ni deru kara, oboete oite kudasaine.
This will probably be on the quiz, so be sure to memorize it.
漢字は時々、覚えるのも思い出すのも難しい。
Kanji wa tokidoki, oboeru nomo omoidasu nomo muzukashii.
Sometimes, Kanji is difficult both to memorize and to recall.
覚えている (oboete iru) to remember, to have a solid memory of something
5歳の時、一人で初めてバスに乗ったのを覚えてる?

覚えている (oboete iru): consistent state of being

The new Star Wars movie was an enormous success as anticipated.
In the case of your brother coming home drenched:

See, I told you it was gonna rain.

あのラーメン屋、めちゃくちゃ安いのに、意外と美味しかった。
Ano ramen-ya, mechakucha yasui noni, igai to oishikatta.
That ramen shop is super cheap, but I was surprised by how good it was.
長年負け続きのチームの勝利は、予想外の出来事だった。
Naganen maketsuduki no chi-mu no shouri wa, yosougai no dekigoto datta.
After losing for many years, the team's victory this year came as a surprise to everyone.
