A crisis is brewing on the Korean Peninsula as North Korea launches ballistic missiles in the direction of Japan and threatens that it will develop a nuclear-armed missile capable of hitting the U.S. mainland by the end of 2017. The Trump Administration has made clear that the U.S. policy of ‘strategic patience’ toward North Korea is over and the U.S. will actively pursue a resolution to this problem, but prefers a peaceful and negotiated settlement. What are the opportunities and challenges in diplomacy with North Korea? Are there lessons to apply from the history of failed negotiations to end North Korea’s nuclear program or the successes of the Iran deal? Dr. Gary Samore is the Executive Director for Research at Harvard’s Belfer Center for Science and International Affairs, and former White House Coordinator for Arms Control and Weapons of Mass Destruction.
