There are many Shisha cafes that can be found across the main areas of Tokyo. *Shisha is not drugs. Well yes, technically it is, so is alcohol, tea, coffee but when you use the word drugs, you don't think of these things. Japanese people drink tea all the time but we don't call them drug addicts or say "I am going to drink some drugs". So when I say Shisha is not drugs, I mean that you will not get high from it such as other substances (pot).
